Volko Ruhnke is a game designer and CIA national security analyst who is most famously known for designing the card-driven wargames Labyrinth: The War on Terror, 2001 – ? and Wilderness War. He also is the designer of GMT Games' COIN Series about modern insurgency, including Andean Abyss, Cuba Libre, A Distant Plain, and Fire in the Lake.

He has also written unofficial variant rules for Lion of the North and War Galley, as well as designed official scenarios and campaigns for Twilight Struggle, Combat Commander: Pacific, Combat Commander: Europe, Combat Commander: Battle Pack #3 -- Normandy, and Combat Commander: Battle Pack #4 – New Guinea. He co-developed Sword of Rome and Reds! The Russian Civil War 1918-1921.

He has won multiple awards for boardgame design, including five Charles S. Roberts Awards, two of which for Design Elegance (for Wilderness War in 2001 and Labyrinth in 2010).

Contests that he has won at the World Boardgaming Championships include his victory in Saratoga in 2001.
